Would appreciate some help in how to setup WebBlogs I would like to allow them for Users etc.

I guess the question is is there blogs support on OpenPHPNuke?

A real blog support is not integrated in OPN.
You can use the article, weblogmodule (webmaster only) or the user journal module for this.
