I try to edit templates for several modules and openphpnuke system, but every time i submit a form with html tags and openphpnuke control tags, they disappear, leaving only paragraph and font tags intact. Why?

Template editing does not work without tags.

please take a look in
Settings -> Security > Block the Text Filter for Admins? Switch to No

or alternative:
Settings -> Miscellaneous > Use OPN expert mode Switch to Yes
