Does Timezone via putenv function work properly?

Hi there,
Would like to ask if Timezone via putenv this function works in OPN 2.3.1? Since i tried to setup the value of timezone to "Europe/Paris", but the site time including the fourm didn't change at all. Therefore I just wonder if this function is working in that build?
Besides, I have confirmed putenv php function is enable on the server. PHP version 4.4.1 and the web sever time is American time.

The date and time of existing data will not be changed if you set the timezone via putenv.
Only new data will use the new timezone

But the actual issue is still the whole site's time is using EST. And I did try to post a new articl and a thread on forum still the posting time displayed in EST..Therefore I wonder where I did wrong..
Could anyone explain once again the proper steps of setting up timezone maybe?

Did you have set the local timezone too?
The format for it is xx_YY (e.g. for germany it is de_DE, for USA en_US)

Set the Server Timezone via putenv? Yes
Which timezone: Europe/Berlin
still not working...
